Preface
The Mandate is to be considered the final authority on all matters of Law within the Rangers of Tharbad and surrounding areas considered under their jurisdiction*. Any amendment to the Mandate must be made through the proper procedure as outlined therein, and shall be considered equally inviolate thereafter. The final interpretation of the Mandate is left to the Council of Tharbad, providing that said interpretation does not violate any other aspect of the Mandate. All organizations within the Rangers of Tharbad and their guests are subject to all Legacies as outlined within the Mandate.

Responsibilities of the Counsil of Tharbad
The Council shall consist of the heads of all positions within the Rangers of Tharbad. The Council will be responsible for any final interpretation of the Mandate and is the only body with the right to amend the Mandate. Amendments to the Mandate must be made via a three-fourths majority of the Council.
Further responsibilities and rights of the Council include the right to call Rangers of Tharbad to arms in times of need, and all further responsibilities as dictated by the needs of the Kinship. The Overseer of Tharbad (Leader) has extended rights and responsibilities to present all noteworthy acts to the Council. Note that the Responsibility of the Council of Tharbad is subject to change.
The Mandate consists of five Legacies. Each Legacy is considered of equal importance.
The Legacy of Thalas
- I. Jurisdiction for the Mandate extends to all areas considered under Tharbadian territory. (Tharbadian Territory is defined as any land claimed by the Kinship. i.e. Kin House, Member Houses etc.)
- II. Individuals found in any location within the influence of the Mandate shall be considered bound by its Legacies at all times (See Thalas I).
- III. Individuals within the influence shall be subject to no undesired harassment of any kind.
- IV. Acts of public disorder, including excessive yelling, insults, and obscene behavior will not be tolerated.
- V. Freedom of speech will be unrestricted, excepting such cases if the line of conversation is deemed inappropriate or offensive by a member of the Swan Council, in which case those members will be asked to bring their conversation elsewhere.
- VI. Public preaching of insults to Tharbad and all she stands for as per Thalas I will be treated as general harrassment.
- VII. Participation in any quest or event known to aide the causes of any official Enemy is prohibited and considered treason. Enemy is defined as those kinships, individuals or groups that have shown hostile intent towards the Rangers of Tharbad. A list of official Enemies can be found in it's own thread here.)
- VIII. All large scale aggressive acts against Enemies opposing Tharbad must be initiated or approved by the Overseer of Tharbad. A large-scale aggressive action is defined as any aggressive action towards the Enemy as a whole rather than individual members.
The Legacy of Sephria
- I. Visitors and allies to Tharbad and otherwise areas influenced by the Tharbadian Mandate are granted full protection by the compassion of Sephira. Enemies to Tharbad are at no time under the compassion of Sephira. Enemies are not allowed to visit unescorted. See Thalas VIII for details.
- II. Visitors to Tharbad and any land, faction, or individual even slightly influenced by the Tharbadian Mandate are expected to be aware of and obey all Legacies. A visitor who fails to follow the Mandate will no longer be under the protection of Sephira's compassion.
- III. Members of the Swan Council may ask a visitor suspected of ill intent to leave all territories of Tharbad. Visitors are bound under the protection granted them to comply with haste.
- IV. In the absence of sufficient proof, the word of a member of the Rangers of Tharbad shall at all times supersede that of a visitor in any matters of conflict, subject to the discretion of the Council.
The Legacy of Inferion
- I. All attempts to harm in any way a Ranger of Tharbad, a territory under her influence, or a visitor or ally protected by the compassion of Sephira, is a crime.
- II. Any aide provided by an individual of Tharbad to an attacking party, be it by healing, or in any means empowering the attacking party, will be subject to the same punishment due the attackers, regardless of any direct aggressive actions taken.
- III. Any act of theft, attempted theft, or kidnapping will be treated with equal measures. Kidnapping will be considered the forcible removal of a Ranger of Tharbad from any area where the influence of the Mandate applies.
The Legacy of Imnia
- I. Aggressive actions between any Ranger of Tharbad will in no way be tolerated. Disagreements between Rangers of Tharbad should be handled in as civil a fashion as possible. Members of the Council of Tharbad will act as mediators in these disputes.
- II. Any Ranger of Tharbad holds the right to submit to the Council appeals for amendments to the Mandate. Amendments can be approved via a three-fourths majority vote within the Council.
- III. Acts of treason by any Ranger of Tharbad will in no way be tolerated. Any act of spying, blackmail, or any attempt to cause direct or indirect harm to Tharbad or any of her members will be punished harshly.
- IV. Rangers of Tharbad invested with powers of rank are to be held accountable for the official and ethical use of said powers. The abuse of these privileges for personal gain, self-promotion, or the harm of others needlessly will be viewed as criminal in nature, and will result in the offending party being stripped of the rank in question.
- V. Any Ranger of Tharbad that is ousted/removed must sever all official ties with said kinship.
The Legacy of the Gwathlo
- I. The Rangers of Tharbad will take any and all precautions deemed necessary by the Swan Council to prevent the spread of Mordor and it's allies within the territory of Tharbad. The Council of Tharbad is authorized to provide temporary relaxation of all Legacies in times of need with a 3/4th majority vote.
- II. Individuals seeking to join the Rangers of Tharbad who were previously members of an official Enemy must undergo a minimum one-month period during which they will have no ability to progress in rank, both in an Order and in the Kinship, and must exhibit exemplary behavior before being allowed the normal circumstances. No individual will be allowed any ties with official Enemies after becoming a Ranger of Tharbad.
- III. No Ranger of Tharbad may devote themselves in the name of any organisation/group deemed opposed to the ideals of the Rangers of Tharbad and the surrounding territories under its influence.
- IV. In the event of prolonged absence of at least one month by a member of the Council of Tharbad, the Council may ask a Masterrank under the influence of said Councilor to take his/her place until the Councilor returns.
